Job Offer: AML/KYC Officer and RC

ONE fund management (“ONE”), a Luxembourg-based fund governance provider and super management company is currently looking for a solutions-driven and autonomous AML / KYC Officer for its Luxembourg office to take on RC mandates for funds under management.

 

Position Purpose: 

The RC acts on behalf of the RR of the funds under management of ONE and performs the oversight of the day-to-day AML/CFT controls, at the instructions and with direct escalation to the RR. The RC is supported by ONE in terms of the oversight of contracted delegates and service providers including administrator, investment manager, and distributor.

Key Accountabilities Include:

  1. On an annual basis, RC will carry out a due diligence visit to the Administrator on the basis of a risk-based approach. During the visit, the following areas are reviewed with the Administrator:
  • AML Policy and Procedure;
  • Transaction monitoring and screening process;
  • Staff training and capacity;
  • Regulatory updates and preparedness for change;
  • Sample testing of investor files to ensure compliance with Luxembourg AML standards (on a risk-based approach basis).

Following the visit, a report is compiled outlining any observations and recommendations. The report is presented to the Board.

  1. On a quarterly basis, the RC reviews the KPIs/KRIs received from the Administrator and Investment Manager with the following information:
  • Details of any suspicious activity;
  • Confirmation of any sanctions screening hits;
  • Details of any investors non-compliant for AML;
  • Details of any blocked accounts;
  • Confirmation of any Politically Exposed Persons (PEPs);
  • Breakdown of the risk categorization of the investors in the Fund;

On a quarterly basis, the RC compiles a report with the above information and includes a regulatory update. The report is presented to the Board during the meeting. The RC will attend such meeting in person or by phone to present the report and take any questions from the Board.

  1. On an annual basis the RC will review the AML policy framework of the Fund. The framework consists of the policy, the risk assessment, and the risk appetite statement. The framework is presented at the next scheduled meeting of the Board for its approval.
  2. As part of the day-to-day activity, the RC will review and validate escalations connected to the investors and investments in the Fund, which include, but are not limited to:
  • Review and approval of high-risk investors;
  • Review and approval of PEP relationships at the level of the investor or/and its related parties;
  • Review and decision making in terms of adverse media connected to the investor or/and its related parties.
  • Review of ad-hoc escalations (e.g. related to on-going due diligence, change of circumstances);
  • Review AML checks done on investments by the investment manager (AML screening of corporate entities and beneficial owners);
  • Review of suspicious activities identified by the Administrator and report to the Financial Intelligence Unit (FIU) as required. Register the fund on GoAML.
  1. The RC will be in charge of necessary regulatory filings with regard to the CSSF and the FIU. The RC will be registered on GoAML.
  2. The RC is the day-to-day contact where required for the escalation of any AML-related issues by the Administrator, the Board, the Fund’s investment manager(s) and distributor(s).

 

Knowledge and Experience:

  • Holder of a university degree
  • 5-6 years of recent relevant experience in financial services with focus on AML
  • Prior experience with deadlines for time-sensitive projects
  • Prior experience in documentation management

Skills and Competencies:

  • Strong work ethic, analytical skills and attention to detail
  • Proficient time management and organisational skills
  • Experience in relevant Investment Management & regulatory compliance areas
  • Good organisational skills to ensure accurate and complete documentation of decision making
  • Flexible and able to multi-task
  • Familiarity with MS Office applications
  • Fluent in English, other languages a plus
